The order determines the functioning of the Steering Committee in charge of approval and oversight of public-private partnerships. The ministers of finance and economic planning, infrastructure, and the Chief Executive Officer of Rwanda Development Board are entrusted with the implementation of this Order.

The ministerial order determines the criteria on which recognition of seed testing laboratory should be based. It highlights the 17 distinct criteria and repeals all prior provisions contrary to the ones contained in the order.

The law establishes the National Fund for Environment (FONERWA) as an institution with legal personality and financial and administrative autonomy. The supervisory organ of the fund is to be decided by an order of the prime minister. Its objectives include mobilisation and management of the fund for addressing climate and general environmental issues; bilateral and multilateral partnerships aimed at fund collection; and collaborating with other institutions with a similar mandate.

The ministerial order determines the modalities for assigning and transferring plant breeders' rights. It chiefly states that application for grant of breeder's rights or granted breeder's rights can be assigned or transferred at any stage. The process is done in writing and signed by both parties concerned. It repeals all prior provisions contrary to this order.
