This strategic plan for EMS acknowledges the success achieved so far, and the challenges bedevilling the delivery of the EMS in Rwanda. This plan serves both as an overview of the EMS in Rwanda and a way to address prevalent challenges. It ultimately pursues ensuring emergency medical services are provided efficiently and effectively to reduce mortality and morbidity to the barest minimum. It is aligned with other important plans, policies, and targets like the HSSP, vision 2020, and the SDGs.
