Ministry of Environment and Climate Change
The strategies contained in this document are charged towards mainstreaming climate resilience and low carbon development into the national plans of Rwanda; the vision 2020, and the economic development and poverty reduction strategy (EDPRS). It has a 2050 vision to achieve development in the country with low carbon emission and independence from oil for power generation.
Ministry of Environment and Land
The law organizes the method of occupation and construction on land intended for housing. Prominent among the provisions is; human settlements, habitation and settlement operations, construction of residential houses, and other transitional provisions.
Ministry of National Resources
The Prime Minister's order determines the organizational structure and summary of job positions of the Rwanda natural resources authority. The ministries of public service and labour, natural resources, and finance and economic development are charged with the implementation of this order.
Ministry of National Resources
The order covers lands related to; residential, industrial, economic and commercial, social and cultural, and scientific facilities as provided for in the organic law of 2005 determining the use and management of land in Rwanda. The order states that any investor who fulfils the conditions required by land investment regulations may apply for a certificate of registration of land property. All applications shall be directed to the registrar or deputy registrar.
Ministry of National Resources
The law sets out to establish the Rwanda natural resources authority (RNRA) as a public institution governed under the public institutions' law. The authority shall enjoy financial and administrative autonomy, as well as legal personality. The RNRA shall coordinate all activities channelled towards effective management and promotion of natural resources in Rwanda. The natural resources include; land, water, forests, mines, and geology.
Ministry of Public Service and Labour
The Prime Minister's order determines the mission, functions, organizational structure, and summary of job positions of the ministry of agriculture and animal resources. The Ministry of Agriculture and Animal Resources shall have the mission of ensuring national food security, drive agriculture export and diversification for benefit of farmers and the country. It shall prioritise the development of modern, efficient and competitive agriculture and livestock sector. The ministry is tasked with coordinating all policies, programs, and activities geared towards agricultural development.
Ministry of Public Service and Labour
The Prime Minister's order determines the organizational structure and summary of job positions of the Rwanda agricultural board. The ministries of agriculture and natural resources, public service and labour, and finance and economic planning are charged with implementation.
Ministry of Forestry and Mines
The regulations stipulate that buying and selling of minerals shall be subject to commercial registration. It sets out other stipulations surrounding the exportation of minerals, transportation, fraudulent importation, and running a mineral trade centre.
Ministry of Disaster Management and Refugee Affairs
The ministerial order determines the mission, functions, organizational structure, and job positions of the Ministry of Disaster Management and Refugee Affairs (MIDMAR). The ministry shall take charge of all affairs relating to disaster management and refugee affairs. It shall also see to the development of a holistic refugee policy that caters to both national and international refugees, in line with national laws and international ratification.
Ministry of Environment and Land
The ministerial order grants the power to investigate specific members of staff of the Rwanda environment management authority (REMA). The investigative power revolves around crimes provided for under the Organic Law of 2005 determining the modalities of protection, conservation and promotion of the environment in Rwanda and other related laws.
