These guidelines is to ensure effective use of sand resources and sustainable environmental management. The guidelines provides a guide for sand harvesting sites, sale of sand, revenue collection by local authority, harvesting and transportation of sands, and other necessary operational mechanisms.

This document summarizes the long-term national strategy and development blueprint that covers period 2008 to 2022. The agenda which is based on social and economic pillars aims to boost the livelihood of Kenyans through the increment of Kenya's gross GDP growth rate by 10% annually. The agenda will be implemented over five-year successive medium-term Plans, starting with MTP I (2008-2012), then MTP II (2013-2017), MTP III (2018-2022) and so on till 2030.
