The Geological Survey of Ethiopia is re-established as an autonomous federal government agency having its juridical personality. The survey shall be accountable to the Ministry of Mining and energy. "The objective of the Survey shall be to undertake studies and surveys about the earth's crust and mineral contained in it, applying earth science techniques and to prospect for, explore, and, estimate and delineate mineral deposits".

The proclamation also points to primary health care as a suitable approach to solve the health problems in the country. This agreement highlights the recommitment of both governments to the cessation of hostilities in the region. It recognises the commitment of the OAU and the United Nations to ensuring both countries adheres to the agreement on the cessation of hostilities. It addresses issues relating to the resettlement of displaced persons, rehabilitation, peacebuilding, repatriation of prisoners of war, as well as guidelines and protocols for establishing the commission to holistically investigate the issues surrounding the hostilities.
