These regulations are issued by the Council of Ministers under relevant articles of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation of 2015, the Federal Government of Ethiopia Financial Administration Proclamation of 2009, and the Seed Proclamation of 2013.
