The Proclamation details: Introduction, Urban Lands, Urban Houses, Rent, Cooperative Societies of Urban Dwellers, Powers and Duties of the Ministry, and General Provisions. The constitution of Ethiopia vests all lands in the state to its people, and the Proclamation vests all urban lands in the Government.
