The petroleum operations proclamation is under Article 5(6) of the Redefinition of Powers and Responsibilities of the provisional Military Administrative Council and the Council of Minister's proclamation of 1977. The proclamation governs all petroleum operations carried out by contractors within the territory of Ethiopia, and all agreements entered into before the effective date of this proclamation.
