This is a revision to the 1997 charter proclamation. The charter strives to ensure the city of Addis Ababa becomes a suitable place to live and work by all modern measurable standards. This becomes quite important given the city's status as the capital city of the Federal Democratic Republic of Ethiopia, the seat of the African Union and several international organizations. It highlights important details including; boundary, working language, rights of residence, elections, as well as the rights, objectives, organization, powers, and functions of the city government.
